Sunflower Hill at Irby Ranch is a residential community providing affordable, independent housing for people with intellectual and developmental disabilities, including autism, Down syndrome, cerebral palsy, epilepsy, and other chromosomal abundancies, in a welcoming and supportive community.

Completed in September 2020, Sunflower Hill at Irby Ranch was co-developed with Satellite Affordable Housing Associates (SAHA). As a planned community, Irby Ranch offers 30 units for people with intellectual and developmental disabilities. Each apartment is its own private residence and rented to income-qualified residents at a rate of 30 – 80 % AMI (local area median income). Sunflower Hill at Irby Ranch is the first independent, affordable residential community for people with intellectual and developmental disabilities in the Tri-Valley area.
Consumer-Driven Community
Residents of Sunflower Hill are responsible for their own apartment and day-to-day care management. Irby Ranch functions as a consumer-driven community, meaning each resident works with their direct service provider for their one-on-one, individualized needs. Sunflower Hill is not a direct service provider, nor is it a day-habilitation or day program.
Irby Ranch Partners
Working together to ensure its residents receive supportive services, Sunflower Hill, SAHA, and the Housing Consortium of the East Bay (HCEB) collaborate extensively with Regional Center of the East Bay (RCEB), which is one of 21 statewide Regional Centers funded by the California Department of Developmental Services. RCEB provides intake, assessment, and case management services to persons with intellectual and developmental disabilities.
Independent Living
Sunflower Hill at Irby Ranch is not an assisted living community, but rather an independent living community. Residents come equipped with their own supportive service team, are able to engage in the activities and programs of their choosing, and live in an apartment community setting that has a robust offering of amenities and enrichment programs. Sunflower Hill staff, in coordination with the Resident Services Coordination team, provide enrichment programs and activities that are designed to foster a sense of community.

Sunflower Hill at Irby Ranch offers both in-person and virtual programs and activities for residents and the community at large. View our Activities page to register for enrichment programs. Our multi-disciplinary programs and activities are designed for adult residents with special needs (intellectual and/or developmental disabilities including autism, Down syndrome, cerebral palsy, epilepsy, and other chromosomal abundancies). Working with participants individually or in small group settings, our person-centered programs seek to offer each participant opportunities to find success.
